"Could you tell if this visa allow the student get the student visa that also permit work part-time in New Zeeland?"

Yes the visa will allow the student to work, however she will require an IELTS overall score of 5.0 in order to be eligible to work part time in New Zealand. As the student is at a beginner level of English, she may need to study first and once she has reached this level she will be able to apply to add these work right to her visa.
